Procurement Manager (FM)

Reporting to the Chief Procurement Officer, Singapore (CPO), working closely with the business operating divisions to develop strategies to improve the Cleaning category. The focus of the Procurement Manager is to deliver savings to business divisions, reduce risk and improve the procurement process within the assigned category.
The position will be responsible for the end to end development and implementation of a category strategy, including base line analysis, RFx, negotiation, award and transition. The agreed scope of the services will be developed in partnership with the operating division.
With the initial focus on delivering savings and rationalising the supplier base, the position will also work closely with the operations team and other functions to enable the professional and timely production of bids.
Key responsibilities:

  1. Ensure close alignment with Group Category Management and drive implementation of and compliance to Group agreements and preferred suppliers.
  2. Pro-actively and independently identify and propose cost savings projects and optimization opportunities within the category.
  3. Ensure achievement of required KPIs as set by the Group.
  4. Liaise with suppliers and other external parties to source information required by the supply management team.
  5. Compile presentations and communications to inform the business of Procurement strategy and agenda.
  6. Develop best in class strategies for ensuring a successful implementation of a cleaning and M&E category.
  7. Managing RFI’s, RFQ’s and RFP’s where all information and bidding follow relevant laws and regulations and are strictly adhered to.  
  8. Assist with a procurement process review and provide recommendations for change.
  9. Assist and execute the tendering and negotiation of designated services in a cost effective and timely manner.
  10. Conduct quarterly supplier performance reviews to Group's criteria and liaise with suppliers to achieve and maintain quality and service levels.
  11. Liaise with Operations to source new suppliers ensuring the required quality, price and support in the procurement of goods and services.
  12. Liaise with operations to receive feedback and improve the performance of suppliers.
  13. Tracking and managing of compliance to local, regional and global contracts.
  14. Ensure the accuracy of all supply related information within the various IT systems.
  15. Promote a procurement culture within the business by working in partnership with stakeholders though influence to deliver project outcomes.
  16. Help foster team environment of openness, transparency, recognition and professionalism that embodies Group's culture.
  17. Respect property, privacy and confidentiality at all times including staff and suppliers information.
  18. Work in a manner that ensures personal safety and the safety of others in the work environment.
  19. To execute/lead projects as assigned.
  1. Leading projects or supplier transitions with large matrix cross functional teams.
  2. 8 to 10 years’ experience using procurement methodologies to drive cost savings.
  3. Implemented an end to end procurement category from idea inception to award and supplier transition.
  4. In depth analysis using multiple data sources to explore and agree a baseline and promote procurement savings.
  5. Evidence using influencing and negotiation skills to gain stakeholder approval in centralising a spend category.

  1. Degree qualification in a business or mechanical engineering related discipline.
  2. A good knowledge of Microsoft Office Suite and Project Management Tools.
  3. Solid understanding of basic financial principals.
  4. High level time management and organisational skills.
  5. Ability to deal with multiple issues, pressures and deadlines concurrently.
  6. Well-developed interpersonal skills with the ability to engage with stakeholders of different levels.
  7. Structured and demonstrates energy, persistence and determination in the implementation of projects and initiatives.
  8. Ability to manage ambiguity and achieves results in environments where multiple, and sometimes conflicting, interests are at play.
  9. Diplomatic and persuasive; builds objective lines of argument/rationales for action and present viewpoints assertively and professionally.
  10. Good interpersonal skills; builds relationships with, networks with, and influences, appropriate people at all levels both internally and externally in order to achieve desired outcomes.
  11. Demonstrates a good understanding of general business principles; applies commercial and financial tools to improve performance.
